


V&A Waterfront Holdings (Pty) Ltd proposes to develop the Granger Bay Precinct and establish shore protection works, including two new breakwaters forming a sheltered bay and associated reclamation of land from the sea. The proposal would provide for increased public access along this section of the V&A Waterfront shoreline, as well as for new mixed-use development. The proposed developments will include erven 173712 and 177853, Granger Bay Precinct, Cape Town, in addition to the proposed reclaimed land.
The project requires an environmental authorisation, and Infinity Environmental (Pty) Ltd has been appointed by the applicant to undertake the Scoping and Environmental Impact Assessment (EIA) process required in terms of the National Environmental Management Act, 1998 (Act 107 of 1998) (NEMA).
The Scoping Report, including the plan of study for the Environmental Impact Assessment (EIA), was accepted by the competent authority on 2 March 2026. The application has now progressed into the EIA process in terms of the 2014 EIA Regulations, as amended.
