Water Use License Application for the Proposed Dewatering and Discharge of Groundwater on Erf 2189, Green Point, Cape Town

The applicant (The Granger (Pty) Ltd) is proposing to dewater and discharge up to approximately 500 m³/day of groundwater on Erf 2189, Green Point, Cape Town, to allow for excavation and basement construction.

SITE DESCRIPTION

The site is located south of the Cape Town Stadium at the corner of Fritz Sonnenberg Road and Granger Bay Boulevard (33°54'20.01"S 18°24'42.95"E). The site is within quaternary catchment G22B, which includes the urban coastal area of Cape Town, stretching from the city center to the Atlantic seaboard, including Sea Point, Mouille Point, and the Waterfront precinct.

PROJECT PROPOSAL

The proposed dewatering stems from the need for excavation and basement construction on Erf 2189, Green Point, Cape Town. Groundwater depth is approximately 7.5 mbgl, while bulk excavations will reach depths of about 9 mbgl. Upper subsurface soil is characterized by a fine-to-medium sandy transported horizon capped by engineered fill. 

Dewatering will be carried out using temporary sumps created at the lowest points of excavation, with water being pumped into sedimentation tanks before being discharged into the stormwater system. Bulk earthworks will require dewatering of up to 491.15 m³/day, which exceeds the GA threshold of 100 m³/day. Depending on the construction program in relation to seasonal rainfall, it may be necessary to dewater in these volumes from Autumn 2026.

APPLICABLE LEGISLATION

An application has been submitted to the Department of Water and Sanitation for a Water Use License to license the following water uses under section 40 of the National Water Act (Act 36 of 1998):

  • Section 21 (j)—Removing, discharging, or disposing of water found underground if it is necessary for the efficient continuation of an activity or the safety of people.

The 60-day commenting period for the WUL application commences on Thursday, 25 September 2025, and will end on Monday, 24 November 2025.
